What that means is instead of providing the long version of links to your site and its posts you can now use this free shortened version. Not only does this look nicer, but it makes using services like Twitter simpler due to its restrictions on the number of characters one can post. It isn’t a general purpose URL shortener or rival to Bit.ly: it’s just for those on WordPress.com.
